the demo license for the new beta is the same like for the 2004 free
version:

If they can use the same licience so TERAVoice Server 2007 Beta 4 did not support Intel Dialogic(via Dialogic ISDN API) the same as the 2004 free version?

Yes, this limitation is the same, but I have just sent you a workaround!

Please have a look at the WakeUpCall sample application which
is included with TERAVoice. This sample shows how to perform
outbound calls.
The application uses a database in which wakeup call requests
can be stored. In TERAVoice you need to set up a script call
handler with scheduled execution (which executes e.g. every 20s).
The script checks the database for call requests which are due
and then creates outbound calls.
